Pool Safety 101: Fencing, Alarms, and Covers for Families with Kids

A pool is one of the best things you can add to a backyard, and it comes with a responsibility that's easy to underestimate until you have kids running around it. Drowning is one of the leading causes of injury related death for children under five in Canada, and in the vast majority of cases, it comes down to a lapse in supervision rather than a lack of swimming ability. The good news is that the right combination of fencing, alarms, and covers can close most of those gaps before they become a problem.

Why No Single Feature Is Enough

Pool safety experts talk about "layers of protection" for a reason. A fence keeps people out when no one's watching. An alarm tells you if someone gets in anyway. A cover physically blocks access to the water. Each one covers for the moments the others miss. Relying on just one, even a good one, leaves a gap somewhere, and with kids around water, that gap is exactly where accidents happen.

Fencing: Your First and Most Important Barrier

In Ontario, pool fencing isn't optional, and Mississauga has specific rules your fence needs to meet. The fence has to be at least 1.5 metres tall, with no gaps at the bottom a child could crawl under. Any gate needs to be self closing and self latching, with the latch mounted at least 1.2 metres off the ground, well out of reach of small hands. The fence itself needs to be made of material that can't easily be climbed, and permits typically require a site plan showing the pool, house, fence, and surrounding yard before you're approved to fill the pool.

If your pool was fenced years ago, it's worth double checking that the gate still closes and latches on its own. Hinges wear out, latches loosen, and a fence that technically exists but doesn't actually self close isn't doing its job.

Alarms: The Backup Layer

Alarms don't prevent someone from entering the pool area, they alert you after the fact, which is exactly why they work best paired with a fence rather than instead of one. Pool alarms that detect surface waves can flag when something falls in, though they're not always reliable for small children who may not displace enough water to trigger them. Door alarms on any house entry leading directly to the pool area add another layer, giving you a heads up the moment a door opens toward the water, before a child is anywhere near it.

Covers: Physical Access Control

A properly rated safety cover does something fencing and alarms can't, it physically blocks the water itself. When it's on, there's no water to fall into, period. That makes it one of the strongest layers available, particularly during the off season or any stretch when the pool isn't actively being supervised. It's worth noting that not all covers are rated for safety. A solar cover or leaf cover isn't designed to bear weight and shouldn't be relied on as a safety barrier.

The One Layer No Product Replaces

Nearly all child drowning cases involve absent or distracted supervision, not a missing fence or a broken alarm. Fencing, alarms, and covers reduce risk dramatically, but they're not a substitute for eyes on the water whenever kids are near it, even for a moment. Designating an adult "water watcher" during pool time, someone whose only job is watching the water, is one of the simplest and most effective habits a pool owning family can build.

Putting It Together

If you're building out a new pool or reviewing an older setup, the checklist is straightforward. Confirm your fence meets height, gate, and latch requirements. Add alarms on doors that lead to the pool area. Invest in a certified safety cover, not just a solar or leaf cover, for anytime the pool isn't in active use. And keep supervision as the layer that ties everything else together.
